The 2 accused persons were Permanent Secretary and Minister of Mines respectively. They connived and corruptly dissolved the MMCZ Board. The first accused alone was appointed as the MMCZ Board and according to law the MMCZ Board should comprise of not less than 6 and not more than 10 Board members. He first accused went on to US$28 900.00 in board fees when there was no board.
