The accused persons who are former Permanent Secretary and Minister respectively in the Ministry of Mines and Energy Development allegedly connived and entertained an appeal by Ronald Mugangavari against the determination by Provincial Mining Commissioners for both F and Midlands in Contravention of S 361 of the Mines and Minerals Act.  The said Provisions stipulate that an appeal of the Mining Commissioner shall only lie to the High Court.  The appeal was pursuant a long outstanding dispute over mining boundaries between Midway 21 Gold Mine owned by K & G Mining Syndicate and Clifton 15 Mine owned by Ronald Mugangavari.
