During the period between March 2019 to June 2019 and contrary to his duties as a public officer, the accused entered into a contract with Matupula Hunters for hunting Concessions without following tender procedures and without Cabinet Clearance and without quoting offered values/fees thereby causing a potential prejudice of $4 179 000.00 to the State
